The Government of the Republic of Zimbabwe has received financing from the African Development Bank toward the cost of Strengthening Institutions of Transparency and Accountability (SITA), and intends to apply part of the agreed amount for this grant to payments under the contract for parliamentary capacity assessment.

The services included under this project are (i). To identify key technical and functional capacity gap by carrying out a capacity gap assessment (ii) Based on the capacity as gap assessment (interviews, SWOT analysis and questionnaire) and understanding of functions to be performed by the Parliament, the consultant shall identify priority key training needs and develop a training plan for Parliament of Zimbabwe(iii) Facilitate capacity assessment reviews. The estimated period of execution is 60 days.

The Parliament of Zimbabwe now invites eligible Consultancy Firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services. Required qualifications include: (i) Minimum of five (5) years’ in depth knowledge and demonstrated experience conducting organisational/institutional capacity assessments. (ii) Demonstrated practical knowledge in capacity development approaches. (iii) Availability of appropriate skill among staff (Consultants to provide CVs of proposed experts) (iv) Knowledge of Parliament of Zimbabwe processes, procedures and international best standards would be an added advantage.

The Government of the Republic of Zimbabwe has received financing from the African Development Bank toward the cost of Strengthening Institutions of Transparency and Accountability (SITA), and intends to apply part of the agreed amount for this grant to payments under the contract for legislative analysis.

The services included under this project are 1) to critically analyse bills of a complex nature assigned by the Parliamentary Legal Committee 2) to advise the Parliamentary Legal Committee with regards to the constitutionality of every proposed law introduced in Parliament. The estimated period of execution is 15 days.

The Parliament of Zimbabwe now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must send CVs that provide information indicating that they are qualified to perform the services. Required qualifications include: (i) Bachelor of Laws Degree or any other relevant equivalent professional qualification. (ii) Minimum of five (5) years’ experience in the field of Legislative Analysis or Drafting. (iii) Knowledge of Parliament of Zimbabwe processes and procedures will be an added advantage.

The Government of the Republic of Zimbabwe has received financing from the African Development Bank toward the cost of Strengthening Institutions of Transparency and Accountability (SITA), and intends to apply part of the agreed amount for this grant to payments under the contract for marriage, children and inheritance laws workshop for the Zimbabwe Women Parliamentary Caucus (ZWPC) Committee and analysis of legislation in line with international best practices.

The services included under this project are (i). Review the concept of women’s rights and gender equality ,International, Regional and National instruments on women’s rights and gender equality, Available legislation / Acts on Marriage, Children and Inheritance and identify the gender gaps. (ii). Assess the current level of knowledge and skills of the trainees in ZWPC and identify both the knowledge gaps and the expected skills trainees lack so the training content will be built based on those specific needs. (iii). Facilitate training for the ZWPC in existing legislation and identify gaps and impact of legal provisions and recommend amendments for the alignment process. (iv). Evaluate trainees performance and progress after the training. The estimated period of execution is 12 days.

The Parliament of Zimbabwe now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must send CVs that provide information indicating that they are qualified to perform the services. Required qualifications include: (i) LLB degree or equivalent, whilst a Master’s degree is an added advantage. (ii) Minimum experience of two (2) years in the following areas: Gender, Women Law and Legislative Analysis. (iii) Knowledge in Parliamentary procedures an added advantage

The Government of the Republic of Zimbabwe has received financing from the African Development Bank toward the cost of Strengthening Institutions of Transparency and Accountability (SITA), and intends to apply part of the agreed amount for this grant to payments under the contract for development of training modules for parliamentary committees and facilitation of training of trainers for the parliamentary staff.

The services included under this project are (i). Assess the current level of knowledge and skills of the trainees in the Parliament and identify both the knowledge gaps and the expected skills trainees lack so the training content will be built based on those specific needs. (ii). Develop a training program/ curriculum for the proposed training modules and key training material (Training manual for facilitators and lesson plans). (iii). Facilitate a Training of Trainer’s courses to the selected master trainers in the Parliament for the effective use of the training modules. (iv). Evaluate master trainers performance and progress after the training. The estimated working days is 20 days.

The Parliament of Zimbabwe now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must send CVs that provide information indicating that they are qualified to perform the services. Required qualifications include: (i) Master’s degree in International Development, Development Economics, Economics, International Relations or any other relevant university degree. (ii) At least 10 years’ experience in capacity development, organisational development, training and other relevant fields. (iii) Expert knowledge in Parliamentary processes is an added advantage. Proven quantitative and qualitative research and drafting skills; Proven and extensive experience in the development of training curricula and materials.
